To clench one's butt cheeks means to close them tightly, straining the buttocks muscles. When the cheeks are clenched, the pelvis is pushed forward. The cheeks become hard and change their shape such that two depressions show between the hips and the cheeks.

Clenching is a common spankee reaction during spanking. While a little clenching can be a nice visual feedback for the spanker, continuous clenching is usually undesired because it is a) considered a sign of resistance and b) a clenched bottom is less spankable than a relaxed one. Spankers therefore often explicitly tell their spankees not to clench, or choose a spanking position that makes clenching difficult.

Counter-intuitively, clenching one's buttocks does not really make spanks hurt less. Some even say it hurts more because a relaxed muscle will absorb a greater part of the impact than a flexed muscle - with less damage to the pain-sensitive skin layers. So it may be in a spankee's own interest to avoid clenching.
