Flapper and slapper are terms used to refer to certain spanking implements that typically belong to the leather paddle category. There is no exact definition as to their design, but most implements that are called flapper or slapper seem to be made from a single layer of stout leather (such as those used for heavy duty purposes: shoe soles, belts, etc.) that is cut wider than a usual strap — maybe 7 to 10 cm (3 to 4 inches) — and equipped with a handle of some kind. Occasionally the material may also be rubber, silicone, or similar.

Such an instrument works on a larger area, comparable to a paddle, but with the characteristic smack that's typical of an elastic material that has some weight to it. There may be one or more holes cut into the business end to reduce air resistance, and possibly, if swung hard, to raise blisters.
